SUMMARY: The position performs routine (journey-level) child support work. Work involves conducting investigations to locate or trace absent parents and to determine or establish paternity, enforcing court orders of child support, preparing case documentation, and monitoring cases. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
This is a TEMPORARY position to start ASAP. Employees will be employed and paid by Heart of Texas Goodwill Ind. Inc. This position is not hired directly by the state's office but through Goodwill. This temporary position is through a State Set-Aside Contract aimed at helping people with disabilities find employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conducts investigations to locate or trace absent parents.
- Reviews and assesses cases to develop implementation strategies and determines appropriate subsequent actions.
- Monitors child support payments and refers delinquent cases for appropriate enforcement action.
- Prepares various documents relating to legal or other actions necessary to establish or enforce a court order for child support.
- Responds to inquiries concerning case status.
- Documents actions taken relating to cases.
- Explains program policies, procedures, and regulations to parents through individual interviews or seminars.
- Attends court with legal staff to update legal documents and assist in negotiations.
- May specialize in one or more child support functions such as location, establishment, or enforcement.
- May assist in negotiating agreed orders or other voluntary settlements.
- Perform other duties as assigned.

Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A criminal background check is required. The State Set-Asides Contract requires Goodwill to carry a ratio of 75%-25%. Meaning 75% of all our Temporary employees must have either a medical disability or a barrier to employment.
Minimum Skills:
- Proficient with Microsoft Office Suite, G-Suite or related software.
- Knowledge of child support laws, policies, principles, and practices; and of investigative practices and techniques.
- Skill in interviewing and in conducting investigations, in basic mathematics, and in the operation of computers and applicable computer software.
- Ability to analyze, interpret, and evaluate information; and to communicate effectively.
- Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
Education and/or Experience, Technical Skills: A minimum of a high school diploma or general education degree (GED). Experience and education may be substituted for one another. Experience in interviewing and collections related to child support.
