GENERAL PURPOSE

Coordinates housing and neighborhood services programs funded by the U.S. Department of Housing and Urban Development (HUD), Community Development Block Grants (CDBG) and HOME Investments Partnerships (HOME). Performs a variety of technical and administrative duties to provide eligible recipients and subrecipients with grant funds that can be used to revitalize homes and neighborhoods, expand affordable housing in support of local economic opportunities.

SUPERVISION EXERCISED

Employee has no supervisory responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Develops, coordinates, and implements housing development and affordable housing programs sponsored by the U.S. Department of Housing and Urban Development (HUD) in support of City-wide initiatives; reviews and submits payments, tracks balances, and ensures all pay outs are complete.

Coordinates and reviews specifications and proposals for CDBG or HOME grant assisted new and rehabilitated community development housing projects or public/private housing developments, ensuring that projects meet local, state, and federal requirements, including ADA features.

Provides project management oversight up to completion and issuance of certificate to occupy and/or passage of all permitted work.

Secure bids from approved contractors on behalf of owner-occupied rehabilitation program applicants, reviews all construction/rehabilitation documents for adherence to local and state building codes.

Aids eligible persons applying for program benefits; informs outside agencies and service providers of available funding to assist program applicants; keeps informed of community, social and economic resources available to better assist low- and moderate-income families with their housing needs.

Monitors, evaluates, and administers programs and grants to ensure compliance with Federal regulations, contracts and agreements.

Schedules and conducts regular meetings and provides technical assistance and training to program participants and service providers, as needed; tracks client participation and other statistics as required for internal and external reporting.

Evaluates applications to verify program participants meet eligibility standards for compliance with Federal regulations and agreements, which may include verification of ownership.

Evaluates housing and determines needs for applicants to owner-occupied rehabilitation programs; recognizes building code deficiencies, lack of functional equipment, and develops the construction scope of work; orders or completes inspections and report.

Oversees provisions of grant-funded housing services by outside agencies and service providers; coordinates and monitors procurement and requisition process, specifications, construction phases, and compliance to standards, codes, and regulations; monitors activities of grant funded programs to ensure the technical requirements of the participating entities are met.

Assists other staff in routine tasks and functions; prepares and presents various special and recurring reports; may conduct presentations regarding housing development programs.

Attends civic and public meetings for the purpose of explaining various housing projects and proposals and coordinates the efforts of citizen participation groups in developing related plans and proposals.

Assists with the preparation of the Five-Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report.

May perform program marketing to include outreach, advertising, and presentations to community groups.

Meet with Community Development Grants Programs Manager to review construction contracts for processing, including the determination of feasibility of each project, and anticipated costs of projects.

Maintain accurate records and documentation according to HUD guidelines.

Perform lead risk assessments on homes built prior to 1978 as required by HUD regulations.

Assist with labor interviews of workers and audits job sites to facilitate enforcement of Davis-Bacon Labor requirements.

Prepare Environmental Review documents, including clearance determinations, assessments, FONSIs, public notices, project amendments, and review postings.

Assists in the arbitration of disputes arising between owners and contractors, involving workmanship, or contractual terms, including warranty items.

Maintain insurance, license, and permit records on all contractors and subcontractors.

Prepare, advertise, receive, tabulate, and recommend award of bids.

Schedules and attends meetings that involve contractor, inspection, and related missions.

All other duties as assigned.

EDUCATION AND EXPERIENCE:

REQUIRED MINIMUM QUALIFICATIONS

1. Associate Degree from an accredited college with coursework in finance, business; and/or

2. Two (2) years of specialized work in affordable housing development or rehabilitation, program management, or community development/code enforcement related field; or

3. Any equivalent combination of related education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

• Working knowledge of administration of and reporting requirements for federal funds.

• Working knowledge of computers and Microsoft Office Suite.

• Basic knowledge of CDBG and HOME Programs regulations at 24 CFR 570, (CDBG) 24 CFR, Part 92 (HOME), 2 CFR Part 200, 24 CFR Part 58 (Environmental Review Procedures), Uniformed Relocation Act, Davis Bacon Act and reporting requirements.

• Working knowledge of grant-funded project management systems and documentation, including budget, plans, schedules, contracts, and requisitions

• Must possess good construction cost estimating skills and must be proficient in both oral and written communication skills to include accurate record keeping.

Skills and Abilities:

• Perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines.

• Understand and interpret HUD documents and applicable housing codes.

• Understanding and applying grant program standards, and applicable rules and regulations.

analyzing and compiling technical and statistical information to prepare grants, technical reports, proposals, and correspondence.

• Effectively work independently, or as a team member, in various environments with changing priorities.

• Effectively deal with the public, local contractors, and various city departments:

• Demonstrate appropriate and effective interpersonal communication and conflict resolution skills.

• Ability to climb stairs, ladders, and inspect work in attics and under buildings.

SPECIAL REQUIREMENTS

1. Must have a valid driver's license by date of hire.

2. If applicable, must obtain and maintain a Texas Driver's License within 90 days of hire.

3. Must be able to obtain State of Texas Lead Risk Assessor License within one year from date of hire.

PHYSICAL DEMANDS

Outdoor work may be necessary in the inspection of various rehabilitation, demolition, and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
