GENERAL PURPOSE
To perform a variety of routine and specialized public safety work in supervising the care and custody of prisoners in a secure holding facility (municipal jail) and the oversight of the department's communications office.

SUPERVISION EXERCISED
Employee supervises six (6) employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES
CORE COMPETENCIES:
Supervises the daily operations of the municipal jail and the communications office.
Arranges, schedulesand coordinates shift changes to provide adequate coverage for the two areas of a 24/7 operations.
Reviews a variety of police related reports.
Assists department supervisors on deployment of personnel during emergency responses.
Coordinates with county jails and communications centers on operational matters and during emergency situations.
Maintains contact with general public, court officials, department supervisors, and other City officials in the performance of activities in the jail and communications office.
Assists in investigating criminal law violations occurring within the jail, obtaining evidence and compiling information regarding these crimes, preparing cases for filing of charges, testifying in court, and related activities.
Carries out duties in conformance with Federal, State, County, and City laws and ordinances, as well as city and department policies.
Conducts periodic performance evaluations and counsels personnel on job performance and disciplinary matters.
Coordinates and supervises the training, assignment, and development of jailers and
communications specialists.
Contacts other agencies and law enforcement jurisdictions to exchange information, including but not limited to military, NCIC, FBI, DEA, ATF, and other criminal history or intelligence resources.
Manages weekly attendance reports and updates time records.
Demonstrates and maintains required level of proficiency or certification in those job
responsibilities, duties, or tasks where standards are formally defined or required.
Oversees the receipt of payment and issuance of receipts for bonds to release prisoners.
Approves the quality of photographs and prints of prisoners utilizing specialized software.
Ensure the maintenance of supply inventories.
Performs other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
1. Sixty (60) college semester hours from an accredited college or university; and,
2. Two (2) years' experience in jail or communications office; or
3. Any equivalent combination of education and experience.
4. Two (2) years' supervisory experience preferred.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Some knowledge of and ability to learn modern law enforcement principles, procedures,
techniques, and equipment;
2. Some skill and ability to learn operating the tools and equipment listed below;
3. Ability to learn the applicable laws, ordinances, and department rules and regulations;
4. Ability to perform work requiring good physical condition;
5. Ability to communicate effectively orally and in writing;
6. Ability to establish and maintain effective working relationships with peers, subordinates and supervisors;
7. Ability to exercise sound judgment in evaluating situations and in making decisions in
emergency and non-emergency situations;
8. Ability to follow oral and written instructions.

SPECIAL REQUIREMENTS
1. Must have a valid driver's license by date of hire.
2. Must obtain and maintain a Texas Driver's License within 60 days of hire.
3. Must pass thorough background investigation and complete a polygraph examination.
4. Must be bondable.
5. Department of Public Safety Texas Law Enforcement Telecommunications System (TLETS) terminal operator certification and 911 training. Employee will be required to attend school within six (6) months of hire at the department expense.

6. Must maintain Department of Public Safety Texas Law Enforcement Telecommunications System (TLETS) terminal operator certification throughout employment.

7. Must be able to participate in defensive tactics training and refresher training.
8. Must work an assigned shift, may be required to work evenings, nights, weekends and holidays.
9. Must be able to obtain a Notary Public license.

TOOLS AND EQUIPMENT USED
Computer, Microsoft Office and specialized software; radio; equipment associated with a municipal jail such as handcuffs, electronic control device, first aid equipment, electric locks, manual lever locks and cameras.
